Why this page is about Texas rather than one base

Texas is home to about 1,538,000 living veterans, more than any other state (VA National Center for Veterans Analysis and Statistics, VetPop2023, base date 30 September 2023). The Texas Military Preparedness Commission lists installations across the state, including Ellington Field Joint Reserve Base, which is the one in the Houston area, along with Joint Base San Antonio, Naval Air Station Corpus Christi and Fort Hood in Central Texas.

I am licensed in Texas, so the whole state is in scope. The advice below does not change with the postcode; the timeline pressure does.

What the VA benefit actually is

The VA does not lend you money. It guarantees part of a loan made by an approved lender, which is what allows a VA loan to be structured differently from a conventional one. You establish entitlement through a Certificate of Eligibility, and the loan itself is made, underwritten and serviced by the lender.

That distinction matters because it explains why the VA sets some rules and the lender sets others.

Start before you arrive

The most common avoidable problem I see is someone starting the week they land. If you have orders and a report date, that is enough to begin. Sorting eligibility documentation early means that when you find a house, the timeline is about the house and not about paperwork.

What else a Texas veteran can use

There are three separate things worth knowing about, and they come from three different places. The federal VA home loan benefit comes from the Department of Veterans Affairs. The Texas Veterans Land Board, part of the Texas General Land Office, runs its own Veterans Housing Assistance Program for Texas veterans, military members and certain surviving spouses. And TSAHC’s Homes for Texas Heroes Program names veterans and active military among its qualifying groups.

They are not alternatives to one another in any simple sense, and each body is the authority on its own current terms. What I can do is help you work out which combination fits your file before you commit to one route.

Texas rules that catch military families out

Texas is a community property state under Article XVI, Section 15 of the Texas Constitution. In practice that most often means a spouse who is not a borrower still needs to sign at closing — which is a scheduling problem, not a qualifying problem, unless nobody mentions it until the week of closing.

Article XVI, Section 50(a)(6) of the same constitution governs borrowing against the equity in a Texas homestead, with conditions no other state imposes, including a limit of eighty percent of the home’s fair market value on the total debt secured by the homestead. If you already own a Texas home and are thinking about what you can take out of it, that provision is the frame.

Already own? Refinance and cash-out options

If you already have a VA-backed loan, the VA’s Interest Rate Reduction Refinance Loan (IRRRL) is designed to be a simpler refinance. If you want to use your equity — for a renovation, to consolidate debt or to fund the next move — the VA cash-out refinance may fit. The Texas property tax exemption many veterans miss

Texas property tax is the largest ongoing cost of owning a home for most families here. The state offers exemptions for disabled veterans, including a total homestead exemption for a veteran with a qualifying 100 percent disability rating or individual unemployability (Texas Tax Code Section 11.131). Your county appraisal district decides eligibility; the Texas Comptroller publishes the rules. It changes a budget, so it is worth confirming early.

PCS timing and the things that go wrong

Signing while deployed, a spouse arriving ahead of you, temporary lodging running out, a report date that moves. None of these are unusual and all of them are manageable — if I know about them at the start. Surprises are only expensive when they arrive late.

What the market looks like

The median price of a single-family home sold in the Houston market was $340,000 in July 2026, with active listings at a record 40,750 and a five-and-a-half-month supply (Houston Association of REALTORS, July 2026 Housing Market Update, released 12 August 2026). Supply is the number that matters on a PCS clock, because it decides whether you get to choose or have to hurry.

Common questions

I already have a VA loan. Can I refinance or take cash out?
Usually, yes. Is there a Texas state program as well as the federal VA benefit?

Whether stacking makes sense for your file is a conversation worth having early.
What if I am buying while deployed or separated from my spouse?
It happens constantly in a state this size and it is workable, but it needs planning — particularly around signing and timing. Texas is also a community property state, so a spouse who is not on the loan may still need to sign. Tell me early and we build the timeline around it.
